I saw this diagram in Politika NP yesterday.
Aside from that I spotted aicennt motive, which is official solution I suppose, I started to analyze bishop endgame after rook exchange and couldn't find win for black.
I didn't use computer, never do it when I find fun over the chessboard.
Maybe someone will share it with me.

1.Rh8+ Rc8 2.Rxc8+ Kxc8 > 7 pieces > Syzygy tablebase > Kd2/Kf2 also draws,
but obviously I'd play e4 followed by Ba6 without even thinking.
You are right, totally kaput. On the other hand, Kd1 manages to
lose, thus the endgame is definitely of interest. Maybe a decent
study can be made from the smithereens.
