The solution for H11 doesn't match the diagram (11. Sd2 but the knight is on c3 in the diagram).

The explanation after the solution should be updated then as well, there are several references to 'Sd2' in there, which should be changed to Sc3.

Any problem from the WCCT entries booklet has priority, in case there is a question of anticipation. If there is something new and different enough from those problems, I don't see why it cannot be published. There were two problems with the WCCT theme in the retros section.

Also, and I can't stress this enough, for how many years will we have to wait to compose a problem that happens to have the same theme as the WCCT? We had the same discussion last year, when the problems that were submitted to the WCCT were still unknown. While last year the question was reasonable, now there is no doubt that it is acceptable to compose and publish new problems with the WCCT theme. Provided they are not anticipated by the WCCT entries.

The author's right to used a own problem from WCCT.

A dangerous statement. It turns out that anyone can take a problem published without the name of the author, and urgently publish it under his surname! And he will have nothing for such plagiarism. And the 1st prize is the B45 from the WCCT booklet.

My guess is that the 1st Prize and B45 is the same problem, composed by a Russian or Belarusian composer (this has to be confirmed). I had exactly the same situation in the retros section of the FIDE World Cup. Here is my comment to the 2nd Commendation of section H:

This problem shows the theme of the ongoing WCCT11. A quick research revealed this was exactly the same problem as H41 from the WCCT11 entries document. I immediately thought both
problems were composed by the same Russian or Belarusian composer. Upon my request, the tourney director contacted the composer and confirmed that this was indeed the case. I am grateful to Aleksey for his assistance with this matter.
On March 30th 2022, in response to the Russian invasion of Ukraine, the WFCC delegates took the following decision: "Russia/Belarus nationals are not allowed at all to participate in the 11th WCCT. Compositions of RUS/BLR nationals are not listed in the results booklet at all and no team result is applicable."
However, the problems by the two sanctioned teams were already published on the WCCT entries booklet, albeit without names. What happens to disqualified problems? Paragraph 19 of the WCCT General Rules states about problems not included in the final awards booklet: "Any unpublished entries will be available to their composers for publication elsewhere, once the final awards document has appeared." Although the final award is not out yet, it is already mandated that the problems in question be excluded from the results booklet. I decided to accept H5 as a new original.

If the 1st prize of the threemovers award falls into the same category as the 2nd commendation of the retros award, my opinion, as described above, is that the everything is fine. If the 1st prize is NOT by the same composer as B45, then it is anticipated (by B45) and must be disqualified. Eugene's last comment is absolutely true. The problems are indeed PUBLISHED in the WCCT entries booklet and have priority over anything similar or identical that is published later. Some of those published problems will be "unpublished" when the final award of the WCCT tournament becomes available (as explained by the WCCT rules).

The question remains: Is the entries booklet a publication or not? The Codex chapter on publication is Chapter V. The entries booklet falls under chapter 20 (2). Article 21 only mentions that, in a publication, the name of the composer should be included, not that it must be included.
The intention is of course (why include the quoted line otherwise?) that compositions not in the final award are given back to the author for publication, but the Codex doesn't really cover this situation properly.

EDIT: Also small error in the award. The study of Pogosyants that the 1st prize refers to has four moves and is minimally different. Prapor Junosti, 23 December 1976.
