Like it or not, Nikola is legally correct.

Once a problem has been published, no author(s) have any legal means to prevent republication.
Furthermore, nothing prevents incorporation of the republication into a competitive tournament.

For example, the Annual Wenigsteiner Prize need not seek permission from any authors.
The FIDE Album may not be legally compelled to honor requests (even in cases where ALL authors agree) for non-participation.
The organizers of secondary tournaments may honor such requests, as they see fit.

For example, anyone is free to award Study of the Year, Problem of the Millenium, Wenigsteiner Prizes, etc.

The consequences of this are somewhat troubling.

Your ability to opt out of secondary tournaments would entirely depend upon the grace of individual organizers.
And, any award(s) bestowed upon a problem -- even in cases where ALL authors would have prefered non-participation! -- are generally perceived to be quotable.

Think about that -- your published problem may be judged by anyone, regardless of qualification; and, their unearned judgement may forever share the marquee, above your problem.
This is improper.

The solution to this absurdity, in my opinion, would be to discard ALL secondary judgement information, when republishing a problem (in truth, they deserve no more than a footnote, on par with the opinion of some movie critic).
The point is, any comment may be quotable; but, it does matter WHERE these comments/judgements are cited (they should never be cited, in a place which would suggest that an uninformed external opinion is a necessary attachment to the work).

This would also include republication information -- which can be, itself, a form of award (e.g., republication in a FIDE sub-Album may be considered an award, and therefore, has no earned placement in the space above a problem -- where the author and publisher MUST be properly cited).

In fact, I would go a step further, and discard even the primary judgement!
No other form of art provides an "official" space for the expression of some authoritarian misperception.
No matter how well developed our humble judge may perceive their own good taste (and sensibilities), the truth is, their subjective favoritism is never worthy of sharing the top billing (along with the authors, and original publisher).
And, the same goes for republication awards, which may seek to hijack the marquee above certain problems, for advertising purposes (or worse).

A republication may freely note (or completely ignore) the judge's award (as if it were any comment published about cited problem), as they see fit; however, the common practice, of citing awards, as if a part of the problem, should be abandoned as entirely improper, and universally condemned.

Consider the alternative:
One could profit from your works, via republication (with or without award) in: "Advertiser.com, 2013."
If this advertiser sponsored the original publication, they have earned a proper billing (presumably by paying for participation/awards).
Secondary publications (and their awards), however, should ALWAYS be considered an improper citation (whether they pay for sponsorship, or not).
