The RIFACE (Rencontre Internationale en France des Amateurs de Composition Echiquéenne) usually occurs during Pentecost weekend (one week after Andernach)...
This year, it will occur in July, as was already the case last year, near Paris (near Lyon last year).
Here is the announcement by the organizer, Jérôme Auclair :
Finally, I positioned this RIFACE from Friday July 9 to Monday July 12
(so as to allow those who would be in Paris without being on leave to be able to participate in the French Championship which will take place on Saturday July 10 at 3 p.m.). (The only fairy condition used will be "Circé-Exchange")
The place is not yet fixed (I work there) but it will be in a hotel, near Paris.
The prices are of course not yet fixed, except that of the participation requested from those who will not sleep there, which will be 25 € per day.
Please confirm your participation in these dates as soon as possible and let me know: if you plan to sleep in the hotel that I would have chosen or to sleep elsewhere if you will have meals with us

Charenton-Le-Pont Novotel (Station Liberté on line 8 of Paris Métro) just near Vincennes wood.
Prices by day in euros :
Full board : 110 (triple), 130 (double), 165 (single).
External participation : 25
Isolated meal : 20

By now, football supporters are circulating all over Europe. Circulation condition is the so-called "sanitory pass".
Problem addicts are not circulating so easily as football addicts, it seems.
Most registered participants are french people or people living in France.
9 afternoon : arrival, composing tourneys announcement
10 15:00 : solving championship
10 21:00 : french association meeting
11 10:00 : retro solving championship
11 afternoon : lectures, fairy tourney ("over the board play")
12 10:00 : results announcement
and of course at lunchs and diners the RIFACE trademark : gastronomic meals.

Indeed, Jean-Michel Trillon lived in Charenton-le-Pont.
Though the place was not chosen for that, it should be adequate to commemorate. I will transmit to the organizers.
Certainly, Yves Cheylan will also be commemorated in this RIFACE.

Please, any chance to have the fairy element computer tested? I have some spare time this weekend, but if the computer test remains impossible, I will rather invest it into something else with better chance for soundness of non-trivial work.
Scepter: The scepter is the materialization of the royal condition. At the start of the game, it is owned by the king. Then, he can either keep it or abandon it on the square he occupied before his move. In the latter case, another piece can pick up the scepter by playing on the square where it was abandoned, then in turn keep it or abandon it. When the scepter is abandoned, a piece from the same side that passes over its square without ending its move cannot pick up the scepter.
The king’s “capture”, on the classic mate, is replaced by the scepter’s “capture”, whether in possession of a piece or abandoned on a square.

Can a scepter be reclaimed by a neutral piece? By means of rebirth? By an Imitator?
Does the abandoned scepter block the path of a rider? Can it be used as a hurdle by a hopper?
Can we have the non-royal scepters - like paralyzing scepter, or andernach scepter?

For a time being the Dmitri's questions are not so pressing as the announcement excludes any additional fairy elements. Still, based on the examples from the announcement, I give my guesses for natural answers (all can be modified by explicit expression of intention):
Can a scepter be reclaimed by a neutral piece? - I would say yes, if the self-check in the previous play can be avoided. Natural possibility is use of neutral pawn.
By means of rebirth? - It depends on whether for the Circe definition the square occupied by scepter is considered occupied or empty.
By an Imitator? - The same reasoning. Acquiring specter by Imitator however seems to me counterintuitive.
Does the abandoned scepter block the path of a rider? - Clearly no - in the announcement seriesmover, black play the last move Bb7-c8, not Bb7-a8 in view of later possible defence Bxc6!
Can it be used as a hurdle by a hopper? - Depends on the agreement, but I would tend to say no because of the rider relationship.
Can we have the non-royal scepters - like paralyzing scepter, or andernach scepter? - Scepter is immovable and therefore paralysis does not makes sense. What exactly is andernach scepter supposed to do?

One more question:
In the examples, the WK is indicated as "Roi normal". Does this mean:
a) It is an orthodox K, without the sceptre, which can still be checked and mated? Or
b) It is a non-royal K (erlking) without the sceptre?
I would assume b), but in both cases there is the retro-analytical question to be answered: what happened to the white sceptre? ;-)

Regarding computer testing, maybe Christian can still do a last minute addition to WinChloe! In which case, the inventor should clarify the above questions. Else, it will be decided by Christian himself!

A paralyzing scepter would make the possessing piece a paralyzing piece. An Andernach scepter would give the possessing hopper the hurdle color changing ability (as in "andernach grasshopper" or "andernach lion").

Jérôme has asked beforehand to Christian, and testing Sceptre with Winchloé will not be possible shortly, or even with a longer delay.
Christian said that the programming should be similar than for Augsburg Chess, and Augsburg is not tested by Winchloé...
Sorry Juraj (those who will have to test the entries here are also very sorry...).
In example 2, Normal King means Orthodox King, otherwise promotion to Queen would cook. Indeed, Orthodox King would be better in the stipulation.

Why limit the imagination :-)
A foobar is the embodiment of foo. Any piece which picks
up the bar becomes one. Could be done with any splittable
property: neutral (bar is a paintbrush), marine (bar is
a snorkle), kamikaze (bar is a package of C4)...
Even a global condition (say Circe) might be applied to
only some pieces. BTW, the sceptre mechanism is well known
from video games. (Oh yes, I beat all 42 levels of Arkanoid :-)

It's not really the kind of combining and splitting seen in Augsburg.
More like a combination of transfer of Royalness(seen in some other conditions) and the Royal squares condition

Thanks to Vaclav Kotesovec, I have noticed a further specification of the Scepter in the announcement file. I see that in the second example, it was specified that the black Scepter is a piece, i.e. now intercepting riders. My question: why is the alternative 4. Fa8 (= Sceptre b7) not a dual now? Scepter intercepts Ba8, so I think it is a dual.
If I am wrong, then this is a a further perfect evidence for my proven ability to fall for fairy tricks without computer, i.e. confirming my decision to skip this tourney without computer check.
If I am right, then on the other hand it shows how precarious can be setting up a fairy tourney with rather complicated new fairy elements...

If it's a piece, it's a transparent piece, since the definition clearly states that pieces can move through the square with an 'abandoned' scepter. But I don't see how diagram 2 shows that it's a piece.
