Declaring for a different federation

What would be the procedure/requirement for declaring for a different federation than the country of residence for purposes of such things as the WCCT?

AFAIK there is no such procedure at the moment. I should suggest that you present the specific case that you have in mind, together with any idea/proposal, to the spokesman of the WCCT committee (contact details on the WFCC site).

I went to the site and didn't see a spokesman listed. But I also used WCCT only as an example; I meant a permanent declaration for another federation. FIDE has such rules, do we?

The committees and spokesmen are listed on the page: http://www.saunalahti.fi/~stniekat/pccc/subc.htm

As I wrote, we don't have such a procedure. We would be happy to receive your proposal(s).

Steven Dowd, we welcome you to join the very small Indian team (from the big nation India).

Thank you, seetharaman for the kind offer. I plan to see first if the USCF (my national fed for FIDE) might not have an interest in re-establishing their own right to determine problem chess matters in my native country as I feel the current method of "leadership" is intolerable. The kindness shown by people like Harry and yourself lead me to believe that most problemists are good people.

I second your USCF sentiments, Steven.

And, beyond that, I wish the problem community was generally more like Seetharaman's delegation.
They honor us all, just by extending you such an opportunity.

And, personally speaking, it helps renew some hope.

I think we need to be cautious about the USCF option though too Kevin.. as much as I support my national fed (I am a Life Member) we have to only read bios such as Benko's to recall their problems with even paying enough attention to OTB chess to get seconds for WC candidates. If they aren't going to support the OTB folks (and look at how many postal organizations shot away from the USCF in the 60s and 70s) we need to pursue this cautiously. It should be what is best for problem chess in general in the US, not what benefits any one person or any cliquish group. I would especially like to see solving chess assume a greater role in US chess life, but I've never even been able to attend a solving competition and am hesitant to offer my "expertise" in such an area with no experience, but you also have to ask, who in the US has this experience?

@Steven,

Yes, the USCF has some serious historical shortcomings.
Nevertheless, it would be an improvement over the current regime.

> "who in the US has [solving] experience?"

Easy answer: Kostas Prentos.
Ryan McCracken is also a gifted solver, but I'm not sure whether he has experience in timed events.

If you're going to create a US solving event, I would suggest targeting the Arizona/New Mexico area.
note: it would be particularly interesting if you included Retros/ PGs/ Fairies.

I didn't include Noam because I didn't think he would want to get involved in something like that, of course though it is also always bad to assume.

Thanks Kevin, I could never do traveling of that nature, so that's out. My idea was to hopefully start some local solving throughout the US in key areas, and then a yearly event at the US Open. I think without one person putting a lot of effort into it, it won't happen though, and I don't think I could be that person.

Yes, of course Noam Elkies (GM Solver, and former World Solving Champion)...
Sincere apologies for overlooking the most obvious answer.
