Both FIDE and WFCC are independent Federations, so their ratings systems and titles are independent. Affiliate organization status does not imply subordination.

Titles were formerly managed by FIDE through its section for chess composition, the Permanent Commission for Chess Composition, and now awarded by the World Federation for Chess Composition, an independent body that co-operates with FIDE.

I am repeating myself, from the other thread mainly, but: FIDE can alter its code of ethics any way they please, and it seems the WFCC accepts that it binds the WFCC. That is subordination. If that is not acceptable, the WFCC should ask to be removed from the list of affiliated organizations, or make it otherwise clear that the code of ethics does not apply to WFCC business. Then there is of course the problem of cooperation with FIDE. (Would it be a problem?)

The PCCC was a subcommission of FIDE. It meant that the FIDE president was free to nominate whoever (s)he wanted to be chairman of the PCCC. The FIDE president never exercised this power, but it was there, always, and if I am not mistaken that was a central reason to break away and form the WFCC, there was some concern that that might change - but the code of ethics still applies. And again I repeat myself: do/did the delegates understand this.

The awarding of titles is neither here nor there in this context.

From the FIDE Handbook:

14.3 Affiliated Organisations can organise and participate in some specific FIDE
competitions or events, according with FIDE rules and regulations.
14.4 Affiliated Organisations can be authorised to organise events under the auspices
of FIDE.

26.8 The Ethics and Disciplinary Commission shall have jurisdiction over the conduct
of officials, players, players’ agents, match agents, arbiters, trainers, organisers,
representatives of chess associations, leagues and clubs, who are associated to
FIDE Member Federations or Affiliated Organisations or FIDE Continents, or
who participate in or organise FIDE events, tournaments and congresses, except
when their conduct is limited to a national sphere, as in the case of national events
not rated by FIDE

So it all depends on whether the WCSC is considered to be a FIDE event:

From the WCSC Rules:

2.1. The WCSC (ECSC) is organised by a country which is a member of the FIDE and has been appointed by the WFCC.
2.2. WCSC (ECSC) is open to all members of the FIDE....
3.1..... It is recommended that the Director should have a title FIDE Solving Judge...
5.2. The rules for the eligibility of participating solvers (whether team members or individual nominees) shall be the same as for FIDE over-the-board events.

That seems pretty clear!

And...

4.1 All members of the FIDE family shall be subject to this Code and fall under the jurisdiction of
the EDC.

4.8 Every person and body in the FIDE Family submits to the exclusive jurisdiction of the EDC
to hear and decide complaints of violations of this Code and to the exclusive jurisdiction of the
Court of Arbitration for Sport (CAS) to determine any final appeal from a final decision of the
EDC.

18.1 Each person to whom this Code applies is responsible for his/her individual conduct at all times,
irrespective of whether such conduct occurs under the direction of any other person, and may
be sanctioned appropriately.

And FIDE claims that all affiliated organizations are part of the FIDE family, therefore, all that above applies. If the WFCC doesn't take a stand.
