Concerning exapmles, I think in HX5 white tempo move is missing. 1.- Bh1 is not a tempo, as without it 3.Kd5 is not possible. And 3.- Bg2 is not a tempo, as without it 5.- Bf1 is not possible.
[Edit] - but as a whole, it is tempo manoeuvre, so example is OK, only note "tempo" isn't. Sorry for my mistake.

White has the choice to play 1...Bg2, so 1...Bh1 is a tempo.

But tempo move allows the opposing side to play as if the side making the tempo had not moved (definition from FIDE Album). White has in the first move to pass over f3, which allows later Kd5.

Judge's Clarification

The announcement of 212-TT asks for tempo play which is a bit wider term than tempo moves.
A definition of tempo moves from FIDE Album is a general one covering mostly direct mates. For helpmates Velimirović/Valtonen in "Encyclopedia of Chess Problems" define tempo move as: "In a helpmate a move made by either side in order not to disrupt the prospective mate or continuation." The example no.1521 describes this type of tempo play.

Tempo moves 2.Ra6! in a) and 2.Bd1! in b) are at the same time critical moves.

In TT-example no. 3 (h#5) both tempo moves 1… Bh1! 2.Ra4! also contain a critical move effects. We can treat them as a new sophisticated type of tempo play, and not only pure tempo moves. This type of tempo play produces an unusual situation in example no. 3 – successive white and black tempo moves which is absurd for the conventional understanding of tempo moves. Such case often happens in OTB game when opponents want to exit from the time pressure.

This is the official explanation how tempo play will be treated in this TT, in addition to the classic tempo moves.

The Helpmate analyzer ( http://www.komtera.lt/helpman/ ) recognizes both types of tempo moves: the first is called a waiting move, the second a zugzwang avoidance.

"Zugzwang avoidance" is a good term to describe 1...Bh1 in example 3.
