Is problem history an appropriate subject matter for this forum? If so, under what category should specific questions be raised?
If not, and even if yes, could someone suggest an alternative which would provide the maximum probability of informed answers?

Yes, it is an appropriate matter. It can be posted under General category.

I'm always interested in biographical data!

I keep hoping to learn more about problem history from the expected discussion of this thread, but I keep finding people discussing the proper setting for such a discussion.

I know my assumption is bad -- the title of this thread makes clear that this is the place to discuss what is the proper place to discuss problem history -- nevertheless, my hopes for an actual discussion is not easily overcome.

So, I agree with Hauke -- if you want a separate section for Q&A/history/biography/book topics/etc, somebody has to justify the classification (by crowding the general section with lively discussions of the specific topic).

I have popcorn ready.
