Indeed it does.
Two rundlaufs in two phases by the same piece are among the most common ways how to show the theme of Oliver's JT.

Being the designated judge of the tourney has brought some shame to my name. The tourney is not judged yet. But as I see it, my only mistake was to agree to judge the tourney. For this I apologize to all authors.
Reason: more than 19 months since the deadline, I have not received problems for the judging yet. I have numerous times asked that from Oliver (who was supposed to act as the director), some of chess problemists may remember seeing both of us last year in Beograd on friendly terms, yet, somehow in spite of my pleas and later threats I have not received the problems until now.
But I have received quite a few questions from problemists who have sent their problems to the tourney, about their fate. I tried to answer all of them, but it is impossible to feed everyone with repeated answers "I am sorry, I am trying to get the problems, Oliver has promised" etc.
So I officially resign from the role of the judge of the tourney.
Please, address all your further complaints to the tourney director Oliver Ralík.

Maybe Mr Ralik has some personal issues...
Somebody living near him could visit and help him out?
