All the thematic mates are the same, so it seems fair to give the credit to Pachman. This theme (mate transference from set play to try play and changed mates from try play to solution) is known by the Russians as the Stocchi form of the Zagoruiko theme. Stocchi composed 23 examples, but his first was not until 1954. Stocchi had earlier composed the following mate transference problems with Nowotny/anti-Nowotny keys, but they didn't have the third phase.

O. Stocchi, Parallele 50, 1949/I
(= 9+9 )

Mate in 2

Set
1...Re5 2.Kg3
1...Be5 2.Rxe4
1...Sd6 2.Kg3

1.Se5! (>2.Qc4)
1...Bd3 2.Kg3
1...Rd3 2.Rxe4
1...Sd6 2.Sc6
1...Rc3 2.Rd5
1...Rxf3+ 2.Sxf3

The following example has a third transferred mate.

O. Stocchi, Suomen Shakki, 1951 (version)
(= 8+10 )

Mate in 2

Set
1...Re3 2.Rd4
1...Be3 2.Qxd3
1...Sf5 2.Rg4

1.Se3! (>2.Qd5)
1...Bc4 2.Rd4
1...Rc4 2.Qxd3
1...fxe5 2.Rg4
