Initiated by Michel Caillaud, a tourney is organized in parallel to the International Solving Contest 2009. The theme chosen by the judges is a fairy condition, created by Romeo BEDONI:
PROVOCATEURS
A piece can capture only if it is observed by a piece of the opposite side.
Example :
Roméo BEDONI
Phénix 2002
 (= 2+3 )

Provocateurs
1.a1=S a8=Q 2.Sb3 Qa5‡
Other fairy conditions and pieces are accepted.
The « Provocateurs » fairy condition cannot be tested with Popeye, but is implemented in Winchloé.
The controllers are happy users of Winchloé, and the composers are welcome to send their problems for testing.

It would be nice if some french-speaking problem friend (maybe Guy, you can do that?) can give the essence of the discussion about details of that fairy condition, as hold in the forum 'France Echecs', here in english.
One question I have is about en passant:
Example:
w: Kh4 Pg4 Pg3 Ph3 Ph5
b: Kh7 Pg7
What is the outcome after 1. ... Pg7-g5?
(Subquestion: Is this move a check - this may be important, if combined with fairy rules like "checkless chess"?)
What, if to the above position a black rook on h6 is added?

My point of view in your example:
 (= 5+2 )
the WK is checked after the Black move g7-g5+, but it has no link with the ep, as the WK observes the BP. After g7-g5+, the ep is not possible, as the WP is not observed by the BPg5 (even if the ep capture ends in g6...).
Adding a BR h6 allows the ep after g7-g5+:
 (= 5+3 )
The observation must be considered without the fairy condition "Provocateurs". That means that the BRh6 observes the WPh5, even in this case where it is not observed by a W unit.
Adding a WBf8, the ep is not possible, as the BRh6 now pins the WPh5:
 (= 6+3 )
In the following example
 (= 3+3 )
The WP h5 observes the BPg6 in spite of the pinning: g6xWSf5 can be played
Mix of conditions, Provocateurs + Anticircé:
 (= 2+2 )
g5-g5 does not check: the WK does not observe the BPg5 in the Anticircé world.
Adding a WPh5
 (= 3+2 )
Provocateurs + anticircé
g7-g5 checks, as the WPh5 observes the BP in Anticircé.
Adding a WPg2
 (= 4+2 )
Provocateurs + anticircé
g7-g5 does not check, as the WPh5 does not observe the BP in Anticircé
As a summary, any unit who wants to know if it is observed must answer to the question: without the condition "Provocateurs", am I "checked"? (by any unit of the opposite side...one must think about an eventual mix with Bicolores)

Am I wrong or is this "provocation" a special case of the so called condition "Beamtenschach" (A piece can move only if it is threatened)?

That's it.
Considering the Ultra-Patrol compared to the Patrol fairy condition, one can call the "Provocateurs" condition an "infra-Functionary" chess.

Although not directly related to this year's tourney, my question has some connection to it.
Preparing the entry for the ISC Ty 2009, I have just uncovered that I still have open the results of ISC Ty 2006. By looking at my three entries I realized I have no idea what the theme was, it was some kind of analogy, but which one? :-)
Anyway, are results of 2006 available somewhere?
