Easy Silvester puzzle


Patzer & Fish are chess players. While they conform to FIDE rules,
otherwise you run screaming when trying to watch.
Last Silvester it happened again.

"Ha! My next move mates!"
"OK, you win, now I see it too."
"Now? Took you some time, given that each of my 16 pieces can #1. Even the king!"
"So big deal. Can do too with 8 promoted queens and a buttload of discovered checks."
"So there. Then I bet in the next game I promote only a single pawn..."
"...to queen, still makes two discovered checks..."
"...nope, not to queen. I promote only a single pawn and play, without a further
promotion by me, to a position where still each of my 16 pieces can #1."
"Impossible! I accept the bet!"

But Fish played like a patzer again and lost.* How?

* I.e. you may assume help play mode.

I have got the similar position at my best attempt, but this is definitely _not_ the valid answer.
16 white units and doubled black pawns are illegal.

I have not found anything better, though.
