Surely this problem was already solved:
How many pins (absolute preferred) can occur in a legal position?
(Illegal is uninteresting - 16. But you can't have that many
pieces on the board.)

I took this on a while ago in a now deleted question on CSE, and this my result, going back to look upon it-13.
 (= 14+14 )
However, this is probably illegal, so removing some pin pair should so the trick for 12 at the least.

Son of Edit: With non-absolute pins it is 16:
 (= 14+15 )
Edit: 15 for absolute.
 (= 13+15 )
3 resp. 2w and 1bp sacrificed, rest promoted.
Or did I miscounted as usual? :-)
