WFCC finances

http://www.dlc.fi/~stniekat/pccc/minutes2012_annex.pdf

Is there no way for the WFCC to make money on its own, i.e. to be able to at least survive if FIDE takes away financial goodwill, or in the more likely event of the expenses becoming too troublesome?

In my endless naivety I had assumed there to be national membership fees, a partial income from FIDE albums or something, but there seems not to be anything...

We can not let the project WFCC fail, for this would be a huge catastrophe for chess composition.

Ouch. I had assumed a strong revenue stream from Album sales.
Correct me if I'm wrong, but I believe WFCC is also losing some revenue, to FIDE, on title application fees.

The FIDE Handbook (chapter 3: Financial Regulations) shows the following cost of some title application fees:

(Woman) Grandmaster..................330 Euro
(Woman) International Master.........165 Euro
(Woman) FIDE Master...................70 Euro
(Woman) Candidate Master..............50 Euro
International Arbiter................100 Euro
FIDE Arbiter..........................50 Euro
International Organizer..............100 Euro
FIDE Instructor......................100 Euro + 60 Euro renewal (every 4 years).
FIDE Trainer.........................200 Euro + 120 Euro renewal (every 4 years).
FIDE Senior Trainer..................300 Euro + 180 Euro renewal (every 4 years).
National Instructor...................50 Euro + 30 Euro renewal (every 4 years).
Developmental Instructor..............50 Euro + 30 Euro renewal (every 4 years).

Strangely, I see nothing about FM, IM, or GM titles -- though, I'm well informed that the application fee for such titles is considerably higher.

I presume this also holds for titles in solving (GM, IM, FM), and composition (GM, IM, FM) -- yes?
Is there a fee for honorary titles, or for judges titles (if so, is it based upon number of genres)?

Granted, there are not many titles awarded -- even with both solving and composition combined -- but, still, that would probably make up for more than FIDE's annual contribution (assuming my numbers are correct).

Fide is a milkshed of money constantly inventing new titles to squeeze more and more from the poor chess community. Afterwards they have hardly any respect for their own titles and the holders hardly have any privelleges in Fide events.
I suggest to spare us similar experience unless you propose to give in return some more than just the honour.

As far as I know, there is no cost for solving, composing or judging titles. WFCC does very well to keep money out of titles, as it is practically impossible for an individual to capitalize on these titles, unlike some of the FIDE titles.

Hi Yochanan,

To clarify, I was not proposing to squeeze new revenue from solvers/composers, by imposing title application fees.
I had assumed that application fees already applied.
I am glad to learn (from Kostas) that they do not apply.

I think revenue generation would only diminish the honor of such titles.
And, already that honor is under some fierce attack, in my opinion.

Hi Kevin,

Thanks for clarifying this point. Nevertheless the financial problem is still there and perhaps can be improved by a sort of membership fee. I am aware of the fact that only national federations are members rather than individuals however most of us, I guess, are paying members in our own national association so we could all possibly pay a certain additional sum to be transferred to WFCC. That's how the national federation will pay a legitimate membership fee and support the WFCC activities.
Another acceptable way of raising funds is to tax rated solving contests for the rating service and even charge each federation taking part in the WCCT an entry fee.
I would also consider establishing a foundation of "Friends of WFCC" for private donations.
Handling the matter wisely without imposing Fide-like greed on the individual might help to do the trick.

At the risk of proving myself naive, can not more revenue come from the Album sales?
Would targeted advertising, especially in over-the-board venues (where the audience is larger), not help?

For example, the annual Chess Base Christmas Puzzles would seem a perfect venue to advertise the Album.

Naive I am afraid. From my own experience Chess books in general are generally speaking a rather modest business. The Album, whatever advertisement, will be lucky to cover the production expenses
and if any profit it's too tiny to count on.

As already mentioned above, ex-PCCC and WFCC have never charged fees for any titles. There is no plan to establish such fees in the future.

With regard to the album: We should not forget that the editors provide a free copy to all those involved in the preparation of the album (namely to directors, judges, translators, indexers). This means that WFCC receives indirectly an amount of ca. (50 persons x 50 EUR) = 2,500 EUR from the editors of each album. In private discussions, it had been proposed to examine the possibility to increase the revenues from the album sales, but nothing official has come out yet and no "negotiations" have been made with the new editor.

Yearly fees from the countries belonging to WFCC were never considered, as they are not really necessary. The relations with the FIDE are smooth and they have confirmed that they will serve our (modest, anyway) financial needs provided that we submit the necessary receipts, expense reports, etc.

This statement is not true. I've never got any album free even if I was judging selfmates section. I had to pay for the album.

Misha, I guess that the editors had probably forgotten you. Usually these free copies are distributed during the congresses. For sure, this was not intentional. You could have written to the editors asking them to post it to you.

I am happy to see that in this bleak scenario the recent book "Israeli Chess Problem Art" has gone into second edition in a very short time ! Not surprising, considering the quality and popularity of the chess problems of the famous Israeli composers and excellent production values the book.
